Charisse Stinson case: Docs reveal details of child’s life of physical abuse, drugs, gangs

The mother accused of killing her 2-year-old son in Largo, Florida, has been charged with first-degree murder and child abuse.

Charisse Stinson reported her son missing earlier this week and an Amber Alert was issued for Jordan Belliveau on Monday. The mother said she had been attacked and when she woke up, her little boy was gone.

Police believe it was all a lie.

“In interviewing the mother last night, she made significant admissions into what had happened to her child, which led us to have probable cause to arrest her in the death,” Largo police Lt. Randall Chaney said Wednesday at a news conference.

Stinson said that during a moment of frustration she struck Jordan in the face with the back of her hand after he had suffered a serious injury to his right leg, according to an arrest affidavit. His head struck a wall and he suffered seizures during the night. As his health declined the next day, Stinson carried him to a wooded area and left him there, police said.

In court, Stinson was formally charged and a judge set a bond of $500,000 for a child abuse charge and no bond for the murder charge. She was appointed a public defender.

Stinson first told authorities she accepted a ride on Saturday night from a man named “Antwan,” who then attacked her, knocked her unconscious and took her son. The man was described as about 25 years old, with dreadlocks and gold teeth.

Chaney said police don’t believe an “Antwan” exists, and the white Toyota Camry he allegedly drove is fictitious as well.

“It was all fabricated by Ms. Stinson to help cover her alibi for what she’d actually done,” Chaney said.

Stinson initially told police she was unconscious for a time in a park after being struck. But during interviews, police discovered she was at a wooded location nearby. Injuries Stinson said she received were self-inflicted, Chaney said.

The toddler’s body was found uncovered in the wooded area on Tuesday afternoon, police said.

The Florida Department of Children and Families, without elaborating, said it had previous contact with the family.

Stinson and Jordan Belliveau Sr. had previously lost custody of the child, according to Child Protection Investigation Division documents released Wednesday by the Pinellas County Sheriff’s Office.

The documents indicated they had lost custody after at least two investigations regarding the child.

The allegations prompting the investigations include Jordan being in a dirty home with no food, being exposed to weapons and drugs, and having been injured when his mother carried him into a fight.

LARGO, Fla. — Pinellas County Sheriff’s Office Child Protection Investigation Division released several documents on Wednesday night as part of an ongoing investigation into the death of 2-year-old Jordan Belliveau.

Jordan’s mother, Charisse Stinson, 21, has been arrested and charged with first-degree murder in his death. The documents state that Jordan just came out of DCF custody and that Stinson was able to get him back on Friday, a day before police say she killed him.

During a 2016 safety analysis report, child investigators wrote:

“There is impending danger in this home at this time. The mother, Charisse was court ordered to find an appropriate residence for the child or go to Alpha House with the child however she refused and sabotaged her interview with the intake coordinator and had no other appropriate solution. The father, Jordan was court ordered from the house along with the paternal uncle Jared and cousin Damerrick Dickson. Since the mother broke the court order the child was sheltered and was placed in foster care. The parents fail to understand the danger the baby is in when around gang members.”

Documents detail an incident that happened on June 18, 2017, in which Jordan’s mother, Charisse Stinson, and Jordan’s father were involved in a physical fight with multiple other parties outside of Burger King. During the fight, investigators say Stinson was holding Jordan, and he was subsequently hit in the face by another woman involved in the altercation.

“She did not seem to recognize that being near the fight with the child in her arms put the child in an unsafe situation,” the investigation summary stated.

It goes on to say that Jordan was evaluated by EMS on the scene, he reportedly sustained an injury to his upper lip but was otherwise fine.

The case summary goes on to say in part:

“The child was seen by CPT on 6/20/17 and there were verified findings for physical abuse and parental neglect. Pinellas County Sheriff’s investigated the concerns for physical injury and drug sales from the home alongside CPI. PCSO report was closed solved non-criminal.

The victim child Jordan Belliveau Jr. is currently in foster care and is a safe environment. The mother had unsupervised visits at the time of the incident, but now the mother and father’s visits are supervised at a facility. The mother recently expressed interest in signing surrenders, but this needs to be explored further by case management.

It was alleged that the father sells cocaine and marijuana from the home and the mother and father both use marijuana and cocaine all of the time while inside the home at the Largo address.”

A third case document released goes into further detail about the story police say Stinson “fabricated” to cover up her son’s murder. The allegation narrative reads as follows:

A representative with the Florida Department of Children and Families told ABC Action News Jordan was never under the direct custody of the state— rather a private agency funded by DCF.  The representative also added the Pinellas County Sheriff’s Office is in charge of child protective services in the county, as well as death investigations.

In a statement DCF said in part, “The loss of this child is profoundly saddening. We are actively working with the Pinellas County Sheriff’s Office and the Largo Police Department during the course of their criminal investigation. Pinellas County Sheriff’s Office conducts all child protective investigations in Pinellas County, not DCF.”
